On December 6, 2023, the Minister of Education and Training issued Decision No. 4159/QD-BGDDT on "Training Programs and Certification for Foreigners Teaching English at Language and Informatics Centers in Vietnam." The main subjects of this decision are as follows:
1. Native English Speakers
- The training program applies to native speakers (English) with a college degree or higher. This ensures that teachers have in-depth expertise and extensive knowledge of English, thereby providing the highest quality training for students.
2. Foreigners with a college degree in English or higher.
- The decision also applies to foreigners with a college degree in English or higher. This means having more chances for individuals with high educational qualifications, creating favorable conditions for them to grasp the content and teaching methods.
3. Foreigners with a college degree or higher and a language proficiency certificate.
- This includes foreigners with a college degree or higher and a language proficiency certificate at level 5 or above according to the 6-level language proficiency framework used in Vietnam or its equivalent. This emphasizes the language skills of the learners, ensuring that they have effective communication and teaching abilities.
- These individuals will be key learners who will establish a diverse and high-quality educational foundation in an international direction while also enhancing the quality of English education in Vietnam.
In addition to the aforementioned directly affected parties, Decision No. 4159/QD-BGDDT also provides detailed requirements for lecturers, report writers, and educational institutions in carrying out their training tasks. The following are the important provisions stipulated in the decision:
I. REQUIREMENTS FOR LECTURERS AND REPORTERS
Degrees and English Proficiency
- Lecturers must have a Master degree or higher in English teaching or a master degree or higher in related fields related to the English language.
- English proficiency level 5 or above according to the 6-level Foreign Language Proficiency Framework used in Vietnam.
Experience and Priority
- Experienced in the field of training and development in English.
- Priority given to individuals with experience in training, development, or working with foreigners in English.
Technological Capability and Content Development
- Proficient in information technology.
- Ability to develop content, create learning scenarios and appropriate assessment and evaluation for learners' characteristics.
II. REQUIREMENTS FOR EDUCATIONAL INSTITUTIONS TO IMPLEMENT TRAINING TASKS
Type of Educational Institution
- The educational institution carries out the training mission, including the University of Pedagogy with English language training departments; an authorized educational institution for training English language teachers.
Capacity Developing and Document Evaluation
- The educational institution needs to have the capacity to develop and evaluate documents and organize training programs according to the curriculum.
Facilities, and Technology
- There are facilities, technical equipments, and online platforms available.
- The practical base meets the training requirements.
The Data Recording and Processing System
- An integrated information system for regularly collecting and processing data on lecturers, and foreigners.
The Hardware and Software Technology System
- The hardware and software technology system are regularly maintained and always ready for efficient use by lecturers and foreigners.
These requirements ensure that lecturers and educational institutions have sufficient quality and capacity to effectively implement the training program according to Decision No. 4159/QD-BGDDT.
Decision No. 4159/QD-BGDDT has created opportunities for training and development for the aforementioned individuals, thereby contributing to the improvement of English education quality nationwide.
